Family Seeks Review of Teen Driver’s Sentence Following Fatal E-Bike Collision

Posted in: Road Traffic Accidents Wrongful & Accidental Death

The family of an 86-year-old woman who was killed in a road traffic collision involving an illegal E-bike has called for a review of the sentence imposed on the teenager responsible, arguing that the punishment does not reflect the devastating consequences of the incident.

Billy Stokoe, now 19, was sentenced to six years and nine months’ imprisonment after admitting to causing death by dangerous driving. The E-bike collision occurred in Sunderland in May 2025 when Stokoe, who had taken cannabis and was reportedly using a mobile phone, struck Gloria Stephenson as she crossed a zebra crossing before leaving the scene. Mrs Stephenson sadly died from her injuries.

Her family has since voiced its disappointment with the sentence, expressing concerns that the teenager could serve only part of his custodial term before being released on licence. They believe the case should have resulted in a stronger sentence, particularly given the circumstances surrounding the collision and the growing concerns over the illegal use of E-bikes on public roads.

Mrs Stephenson’s daughter has spoken publicly about the lasting impact of her mother’s death, describing the tragedy as one that could have happened to any pedestrian. She also questioned whether current enforcement of laws surrounding illegal E-bikes is sufficient to prevent similar collisions from occurring in the future.

The Crown Prosecution Service has confirmed that the case has been referred to the Attorney General’s Office under the Unduly Lenient Sentence scheme. The Attorney General’s Office will now consider whether the sentence should be referred to the Court of Appeal for further review.

The Consequences of Fatal Road Traffic Accidents

According to the WHO (World Health Organization), approximately 1.6 million people die every year in road traffic collisions. While the majority of these will involve motor vehicles, the recent rise of high-powered and electric bicycles (e-bikes) poses a new danger to road users and pedestrians.

Fatal road traffic accidents leave families facing unimaginable grief, often alongside financial uncertainty and complex legal matters. While no legal action can undo the loss of a loved one, the law does provide certain rights to families following a fatal road collision caused by another person’s negligence.

Where someone loses their life as a result of another person’s negligent or dangerous actions, certain family members or the deceased’s estate may be entitled to bring a fatal accident claim. These claims can help recover financial losses, funeral expenses and, in some circumstances, compensation for the emotional and practical impact the death has had on surviving dependants.

Whether the incident involves dangerous driving, a road traffic collision, a hit-and-run, or another form of personal injury resulting in death, seeking early legal advice can help families understand their rights during an incredibly difficult time.
